My frame rate is capped at 60 in my enblocal.ini, in the New Vegas Tick Fix ini, and by the Riva Tuner Statistics Server method used in the Viva New Vegas guide, and I have VSync enabled. I've read that this can be an issue with the frame rate, but I don't believe that's the issue for two reasons:
